Los mapuches residentes en Europa, Canadá y Estados Unidos saludan cordialmente el inicio de la gira internacional del ilustre Presidente de Chile, Sr. Ricardo Lagos.
En nuestra condición de portavoces en el extranjero de los intereses de nuestra nación queremos destacar ante la opinión pública internacional las difíciles condiciones que la nación mapuche vive en estos momentos.
En reiteradas ocasiones, diversos organismos internacionales han llamado la atención sobre el trato que el Estado chileno brinda a la población indígena. Uno de los organismos internacionales que ha hecho sentir su preocupación es el Departamento de Estado de Estados Unidos. En su Informe Anual sobre Derechos Humanos correspondiente a 1999 el Departamento de Estado norteamericano destaca la situación de discriminación social y reprueba la situación legal de los detenidos y los abusos de que son objeto mujeres y niños mapuches.
Al iniciar el Presidente de Chile su gira por Europa nada indica que se hayan producido cambios en esta situación. Nada indica que en un futuro inmediato se produzcan cambios significativos. Las condiciones sociales de la población indígena de Chile se mantienen inalteradas. En relación al standard nacional todos los indicadores evidencian el doble nivel deterioro de las condiciones de vida de la población indígena de Chile.
En el curso de los últimos años la población mapuche, tanto en las ciudades como en los lugares de residencia ancestral se ha movilizado en un ya permanente movimiento de protestas y acciones políticas demandando soluciones frente al trato injusto y discriminatorio que ha sido sistemáticamente sometida desde la ocupación de sus territorios en 1883.
Con preocupación vemos la línea intransigente asumida por el Gobierno del Sr. Ricardo Lagos frente a esta demanda asumida por diversas organizaciones representativas de los intereses de la nación mapuche.
En el curso de los últimos meses en reiteradas oportunidades las fuerzas policiales chilenas han hecho uso de armas de fuego en contra de mapuches. Con consternación constatamos que a nivel oficial se justifica y respalda el abuso de violencia policial. En el curso de este último año se ha hecho común que las cárceles en sucesivas oleadas acojan a prisioneros de conciencia mapuche y que los hospitales regularmente atienden a las víctimas de la violencia institucional implementada por el actual gobierno de Chile.
Es hora de que el Gobierno de Chile asuma su responsabilidad política en el tratamiento de este situación, que gradualmente evoluciona a una abierta confrontación entre el Estado de Chile y la nación mapuche.
Sr. Presidente de Chile; Ricardo Lagos en nuestra condición de
portavoces en el extranjero de los intereses de nuestra nación nos
dirigimos a usted para expresar que;

The Mapuche residents of Europe, Canada and the United States of America cordially welcome the international tour of the honorable President of Chile, Mr. Ricardo Lagos.
In our condition as voices of our nation in foreign lands, we wish to make aware the difficult conditions that the Mapuche nation endures at this time, before international public opinion.
On repeated occasions, diverse international organizations have brought attention to the treaty that the Chilean State has offered to the indigenous population. One of the international organizations, which have voiced concern, is the State Department of the United States of America. In their 1999 Annual Report on Human Rights, the State Department draws attention to the present social discrimination and denounces the legal situation of prisoners and the abuse to which mapuche women and children are subject to.
At the initiation of the tour of the President of Chile through Europe, no changes are indicated. Nothing demonstrates that in the near future there will be any immediate, significant changes. The social conditions of the indigenous population remain the same. In relation to the national standards of Chile, all indications are evident that the quality of life has deteriorated twice as much.
In the course of the past few years, the mapuche population has taken a stance, in city dwellings as well as ancestral territories. Permanent mobilizations of protests and political actions demanding solutions to the unjust treatment and discrimination have been established. The mapuche population has been systematically subject to this type of treatment since the occupation of their territories in 1883.
We worry about the intransigent stance taken by the
government of President Ricardo Lagos in response to the demands of several
organizations representing the interests of the mapuche nation.
During the course of the last few months, on repeated occasions, the Chilean police forces have resorted to armed force against the mapuches. We view with consternation that that on an official level, these actions of abuse by the police are justified and supported. In the past few years it has been commonplace in jails in Chile to repeatedly stifle prisoners of mapuche conscience. Hospitals regularly take patients that have been subjected to institutional violence implemented in the name of the actual government of Chile.
It is time that the Government of Chile assumes political responsibility in dealing with these situations, which is gradually evolving into an open confrontation between Chile and the Mapuche nation.
Mr. President of Chile, Ricardo Lagos: in our condition
as voices of our nation in foreign lands and messengers of our interests,
we wish to express to you that:

Dans son bulletin d’information annuel sur les Droits de l’Homme correspondant à l’enquête sur 1999 le Département d’état nord-américain montre du doigt la situation de discrimination sociale et remet en question la légitimité des détentions et les abus dont font l’objet les femmes et les enfants mapuche.
Au départ de la tournée du président chilien rien n’indique qu’il n’y ait eu aucune évolution de cette situation. Rien n’indique que dans un futur immédiat se produiront des changements sensibles. Les conditions sociales de la population indigène du Chili restent les mêmes. Par rapport aux normes internationales les indicateurs mettent en évidence le double niveau de détérioration des conditions de vie du peuple indigène au Chili.
Aux cours des dernières années, la population mapuche, aussi bien dans les villes que dans les lieux de vie ancestraux s’est mobilisée dans un mouvement permanent de protestations et actions politiques demandant des solutions face au traitement injuste et à la discrimination auxquels ils sont systématiquement soumis depuis l’occupation de leur territoire en 1883.
Avec préoccupation nous constatons la ligne intransigente adoptée par le gouvernement de M. Ricardo Lagos face à la demande assidue de diverses organisations représentant les intérêts de la nation Mapuche.
Au cours des derniers mois, à plusieurs occasions,
les forces policières chiliennes ont fait usage de leurs armes à
feu contre des mapuche. Avec consternation, nous constatons qu’au niveau
officiel on justifie et soutient l’abus de la violence policière.
Au cours de l’année écoulée c’est un fait établi
que les prisons par vagues successives accueillent des prisonniers de conscience
mapuche et que les hopitaux reçoivent régulièrement
des victimes de la violence institutionnelle cautionnée par le gouvernement
chilien actuel.
Il est temps que le gouvernement chilien assume sa
responsabilité politique dans leur manière d’aborder la situation
qui évolue graduellement vers une confrontation ouverte entre l’état
chilien et la nation mapuche.

In onze situatie als woordvoerders in het buitenland voor de belangen van onze natie willen wij de aandacht van de internationale publieke opinie vestigen op de moeilijke omstandigheden die de Mapuchenatie beleeft op dit moment .
Bij herhaling hebben verscheidene internationale organisaties de aandacht gevestigd op de behandeling die de Chileense Staat geeft aan de inheemse bevolking .Een van die internationale organisaties die hun bezorgdheid hebben betoond is het State Department van de Verenigde Staten van America .In hun Jaarverslag over Mensenrechten van 1999 vestigt het noordamerkaanse State Department de aandacht op de omstandigheden van sociale discriminatie en laken zij de (on)wettelijke situatie van de gevangenen en de misbruiken waar Mapuchevrouwen en -kinderen het slachtoffer van zijn .
Bij de aanvang van de Europese reis van de Chileense President ,is er niets dat aanduidt dat er iets veranderd is in deze situatie .Niets wijst erop dat er in een nabije toekomst wezenlijke veranderingen komen .De sociale omstandigheden van de inheemse bevolking blijven onveranderd .In vergelijking met de nationale levensstandaard wijst alles erop dat de levensomstandigheden van de inheemse Chileense bevolking dubbel zoveel verslechtering ondergaat .
In de loop van de laatste jaren heeft
de Mapuchebevolking ,zowel in de steden als in de van oudsher bewoonde
plaatsen zich gemobiliseerd in een reeds permanente protestbeweging en
politieke akties met eisen voor oplossingen voor de onrechtvaardige en
discriminerende behandeling waar zij sistematisch aan onderworpen werden
sinds de bezetting van hun territorium in 1883 .
Met bezorgdheid zien wij de door de
Regering van Sr.Ricardo Lagos aangehouden starre houding tegenover de eisen
van verscheidene representatieve belangenorganisaties van de Mapuchenatie
.
De laatste maanden heeft de chileense politie meer dan eens vuurwapens gebruikt tegen Mapuches .Met verbijstering stellen we vast dat van officiele zijde steun en rechtvaardiging verleend wordt aan de misbruiken en politiegeweld .In het afgelopen jaar is het gemeengoed geworden dat de gevangenissen zich vulden met golven gevangenen met mapuchebewustzijn en dat de ziekenhuizen regelmatig slachtoffers verzorgen van het institutioneel geweld geruggesteund door de huidige Chileense regering .
Het is tijd dat de Chileense Regering zijn politieke verantwoordelijkheid opneemt in de aanpak van deze situatie , die gradueel evolueert naar een open confrontatie tussen de Chileense Staat en de Mapuchenatie .

Die in Europa , Canada und den USA lebenden
Mapuches begrüßen den Präsidenten von Chile,
Ricardo Lagos, zu seiner Tournee im Ausland.
Als im Ausland lebende Sprecher unserer Nation möchten wir der Weltöffentlichkeit von den Schwierigkeiten berichten, die das Volk der Mapuche derzeit erleiden muß.
Wiederholt haben internationale Behörden darauf aufmerksam gemacht,
wie der chilenische Staat mit seiner indianischen Bevölkerung umgeht.
Eine dieser Institutionen, die sich sehr besorgt zeigten, ist das State
Department der USA.
Im Jahresbericht von 1999 werden die allgemeine Diskriminierung, die
schlechte Situation der Gefangenen sowie die Übergriffe auf Frauen
und Kinder der Mapuches hervorgehoben.
Der Lebensstandard der Mapuches erreicht nur die Hälfte des nationalen Durchschnittes. In den letzten Monaten ist die chilenische Polizei bei ettlichen Gelegenheiten unter Gebrauch von Schußwaffen gegen die Mapuches vorgegangen. Mit Empörung stellen wir fest, daß diese polizeilichen Übergriffe von höchster Stelle unterstützt und gerechtfertigt werden.
Es ist bald zur Gewohnheit geworden, daß die Gefängnisse wellenartig mit Mapuches belegt werden und entsprechend die Krankenhäuser die Opfer der staatlichen Gewalt behandeln müssen.
Es gibt keinen Hinweis darauf, daß sich zum Beginn der Tournee
des Präsidenten etwas in dieser Sache ändern würde. Auch
für die nahe Zukunft zeichnen sich keine wesentlichen Veränderungen
ab. Die Lebensbedingungen der indianischen Bevölkerung in Chile bleiben
unverändert.
In den letzten Jahren haben die Mapuches in den Städten wie auch in den ihnen angestammten Lebensplätzen eine wachsende Protestbewegung organisieren können. Mit politischen Aktionen konnten sie auf die Diskriminierung und die ungerechte Behandlung aufmerksam machen , der sie sich seit der Besetzung ihrer Territorien im Jahre 1883 ausgesetzt sehen.
Mit Sorge beobachten wir die unnachgiebige Haltung der Regierung Lagos gegenüber den Forderungen der Organisationen, welche die Anliegen des Volkes der Mapuche vertreten.
Es ist nun an der Zeit, daß die chilenische Regierung die Verantwortung für die aktuelle Lage übernimmt, die gegewärtig zu einer offenen Konfrontation zwischen dem Staat und dem Volk der Mapuche eskaliert.
Als im Ausland lebende Sprecher unseres Volkes möchten wir Ihnen, Herr Präsident Lagos, folgendes mitteilen:
- Wir fordern ein sofortiges Ende der institutionellen Gewalt gegen das Volk der Mapuche
- Wir fordern die Bildung eines permanenten Verhandlungsgremiums an dem alle Organisationen der Mapuches beteiligt sind und das zum Ziel hat, die notwendigen politischen Schritte zu formulieren und ihre Durchführung festzulegen.
-Wir fordern die verfassungsmäßige Anerkennung des Volkes der Mapuche durch den chilenischen Staat.
- Wir fordern die Ratifizierung der Abmachung 169 der OIT (Internationale
Arbeiter Organisation)
